PA ACT 172 - Incentives for Municipal Volunteers of Fire Companies and EMS Agencies

Act 172 of 2016 allows municipalities to offer a real estate or earned income tax credit to active members of volunteer fire companies and nonprofit emergency medical service agencies through a volunteer service credit program. Active volunteers who meet the service credit criteria established by the municipality, in consultation with the fire chief or supervisor of the EMS agency, would be eligible for the tax credit. Each municipality may choose whether to offer the earned income tax credit, the real estate tax credit, or both. Has your municipality considered offering these tax credits? Mike has been recognized as a “Rising Star” by the Super Lawyers Magazine in 2012 -2017 for his work in municipal representation.  He received his Bachelor of Arts degree in Political Science from the University of Michigan in 2000, and his J.D. from Villanova School of Law in 2003.  Mike has conducted numerous seminars for local public officials and solicitors through the Pennsylvania Bar Institute, the Pennsylvania State Association of Boroughs, the Pennsylvania State Association of Township Supervisors, and various county associations of township/borough officials.  He has also testified before the Pennsylvania House of Representatives Select Committee on Property Tax Reform on the impact of certain tax reform proposals on local governmental entities.
