CCATO President Ernie Holling has been invited to present testimony on the impacts of the collection of non-resident Philadelphia wage tax under the Sterling Act on Chester County municipalities. The PA House Finance Committee hearing is scheduled for Thursday, August 11, 2016 beginning at 1:00 PM at the Bensalem Township Municipal Building, located at 2400 Byberry Road, Bensalem, PA 19020. 

Revenue lost to Chester County municipalities in 2014 totaled $4,800,357 with additional revenue lost by school districts. CCATO has been working with our counterparts in Bucks, Montgomery, and Delaware County's in an effort to amend the Sterling Act of 1932 in order to mitigate or reduce this lost revenue. If your municipality has not done so as of yet, please consider adopting a resolution in support of amending the Sterling Act and sending it to seato@ccato.org. To date (July 24, 2016) twenty one (21) Chester County municipalities have adopted a resolution of support.
