The Chester County Association of Township Officials (CCATO) is proposing updates to its bylaws. In accordance with the current bylaws, notice of any proposed changes must be made available to Association members no less than four weeks before the annual Association meeting, which is being held on November 6, 2025.

After conferring with PSATS, these proposed changes are provided below and will also be available on the CCATO website. Members are encouraged to review these proposed amendments and submit any comments or feedback before November 6, 2025.

In addition, any proposed resolutions to be submitted to PSATS for consideration at the PSATS Annual Conference must also be distributed to CCATO members at least four weeks before the CCATO Annual Conference. This year, no resolutions are being proposed.

Proposed Changes to Bylaws

Section 3.02 Voting Member  (Proposed)

All General Members are eligible to vote at the annual CCATO Association meeting, provided their township is current in yearly dues.

General Members are also eligible to be a delegate as a voting delegate for the Association at the annual PSATS conference, provided their township is current in yearly dues.

Section 3.02 Voting Members (Replacing)

Every member Township may select a General Member to be the one voting member for the annual Association meeting. General Members may also be selected to be a delegate to vote on behalf of the Association at the PSATS conference, provided their township is current in yearly dues.

Section 5.02 Voting (Proposed)

Each General Member who is present at the annual CCATO Association meeting can cast a vote on any election of officers or issues.

Section 5.02 Voting (Replacing)

Each dues-current Township shall select one (1) representative from its qualified General Members defined in Section 3.02 who must be present at the fall Association meeting to cast a vote on any election of officers or issues.

No other changes are being proposed to the Bylaws.
