The Chester County Association of Township Officials (CCATO) has a structured membership system where municipalities pay the membership dues on behalf of their townships. Within this system, General Members are defined as individuals who hold elected office or occupy key positions such as Manager, Secretary, Tax Collector, Treasurer, or Auditor in any township within Chester County.

These General Members play a crucial role in the governance and representation of their townships within the association. Each township selects one General Member to serve as their voting representative at the annual CCATO meeting, ensuring that their township’s interests and perspectives are adequately represented. Additionally, General Members have the opportunity to be chosen as voting delegates to represent CCATO at the Pennsylvania State Association of Township Supervisors (PSATS) conference.
